    Proceedings Paper (for Acquisition Research Program)One needs no powers of prophecy to predict that perilous economic times lie ahead for our nation and the rest of the world. While uncertainty surrounds the global economic crisis''how long it will last, for example, and whether conditions will worsen further before they improve''there can be little doubt that national budgets for defense acquisition will experience considerable pressure and quite possibly decline in the coming years. Under such conditions, we may be tempted either to accept with fatalism some reduced level of expectations for acquisition outcomes or, alternatively, to embrace trite exhortations to do more with less. Neither of these is, of course, a tenable position for serious scholars of acquisition. Rather, we ought to continue to seek the best possible understanding of acquisition that will lead to the best possible outcomes given available resources.     Proceedings of the First Annual Acquisition Research SymposiumMany in the Department of Defense associate the phase ''acquisition reform'' with major policy and legislative initiatives of the past decade, for example, the shift away from reliance on military unique specifications and standards, the emphasis on teaming, the Federal Acquisition Streamlining Act (FASA), and the Clinger-Cohen Act.'' While we should never discount the significance of these measures, the view that the 1990s were the genesis of acquisition reform diminishes perspective of the long history of reform efforts linked to names such as Goldwater, Nichols, Grace, Carlucci, Packard, and Hoover, to name but a few.'' Indeed, these efforts extend back in our history to the Continental Congress'' attempts to reform the buying practices of General Washington''s Army.'' Allen --of the then-newly founded Bureau of Municipal Research--issued a call in the Journal of Accountancy for "1,000 accountants for municipal research." Allen's call followed the Bureau's early and remarkable successes, both in exposing waste and corruption in New York City''s government as well as in devising and installing managerial systems for increased efficiency and transparency. History has not recorded the extent to which Allen''s call for 1,000 accountants was answered. History has recorded, however, the very clear and significant contributions of his Bureau's work, particularly its research agenda to the formation of the field of American Public Administration.[3] Thus, while Allen certainly perceived the potential contributions of administrative research, it's highly doubtful he could have imagined the development and maturation over the next century of this entirely new field of study in the US. Public Administration today includes hundreds of graduate degree programs, dozens of academic journals and conferences, and thousands of scholars.
